Program Director – Europe

About the role

Habitat for Humanity International seeks a senior leader to drive systemic impact across Europe, shaping sustainable, equitable housing systems through strategic portfolio leadership, technical excellence, people development and resource mobilization.

Key responsibilities

• Develop and operationalize the Europe Program Strategy aligned with global priorities.
• Lead strategic portfolio management, set multi‑year objectives, delivery plans and impact targets.
• Oversee technical quality and innovation across housing areas such as energy efficiency, social rental and displacement response.
• Build, mentor and manage a multidisciplinary Europe program team, fostering inclusion and continuous learning.
• Establish strategic relationships with National Organizations, foundations and boards, and represent HFHI in governance bodies.
• Drive resource mobilization by creating scalable, fundable programmes and leading multi‑country funding proposals for EU institutions and donors.
• Represent Habitat’s interests with EU institutions, governments and housing networks, translating evidence into policy recommendations.
• Contribute to Europe & Middle East Area Leadership Team on strategy, budgeting and talent management.

Required profile

• Master’s degree in International Development, Public Administration, Social Sciences or related field.
• Minimum 10 years progressive program management experience, with at least 5 years focused on European housing programmes.
• Proven housing expertise and deep knowledge of regional housing challenges.
• Familiarity with EU funding programmes (e.g., LIFE, Horizon Europe) and European development finance institutions.
• Extensive experience leading multicultural teams and fluency in English; additional European language highly desirable.
• Ability to travel extensively across Europe and to global headquarters.
